I think art is vision, art is idea, design is about using those. The most important distinction is basically whether these ideas are representation and let people get inspired by it.
With a common broad adoption of communication technology like the internet, we are much more aware about what is happening globally, not just our own culture. To me what is happening now, is our increased awareness of how similar we are, even though at the beginning we were aware of how different we were, and we were not even sure how to compare with people on the other side of the world. But by sharing more and more, we have much common understanding of how similar we are, how much human fundamentals are shared across the globe. This is part of globalisation: we design products that are to be used in different parts of the world, sometimes places we have never been to. That is beautiful because we find what we share as a human race.
